The website freeCSStemplates.org ™ offers several templates for free as the name already suggests.
- Released for FREE under the Creative Commons Attribution 2.5 license
- Very lightweight in terms of images
- Tables-free (ie. they use no tables for layout purposes)
- W3C standards compliant and valid (XHTML Strict)
- Provided with public domain photos, generously provided by PDPhoto.org and Wikimedia Commons

The website reminds me of the official one for WordPress Themes. You can easily download and preview the themes. The difference is that the themes can be used for a simple, regular website with static pages.
